Fiction!  The fact is the Oregon Department of Environmental Quality (DEQ) made some promises in 2010 that could best be described as giving the agency all the ability in the world to tailor practices for various polluting land owners.  Then DEQ got a major case of cold feet and walked away from its commitments.
